The signature says “Bairei”楳嶺”.

Kōno Bairei (幸野 楳嶺, March 3, 1844 – February 20, 1895) was a Japanese painter, book illustrator, and art teacher. He was born and lived in Kyoto.
He was a member of the Ukiyo-e school and was a master of kacho-e painting (depictions of birds and flowers) in the Meiji period of Japan.
His work included flower prints, bird prints, and landscapes, with a touch of western realism.

Bairei’s Album of One Hundred Birds was published in 1881.

In the past, before color printing technology was invented, color drawings of books were created with stone prints, copper plated copper plates, and polychrome sliding woodcuts.
In Japan, woodblocking technology developed by craftsmen who especially witnessed the flow of prints of ukiyo-e prints has advanced, and from the Meiji era to the early Showa era many beautiful books of multicolor sliding version were published.
